Why can’t I get to a link from a page such as Us Savings bonds?

When I want to look up US Savings Bonds, I get a page with five or so choices, when I choose one , the result is “The page cannot be displayed”
I also try to go to “Mozilla Firebox” to fix this problem and get the same result!
