What is required to drop out,and can you use your savings bonds in anyway you want?

My little cousin Jackie is currently 15 she will be 16 in August, she’s been asking me if she can drop out next summer and still use her savings bond for a apartment and a car. (she has a lot of money on them) Plus she’s been asking me if she can go get her drivers permit without having a school education..I have no idea if this is possible.
