what date do I use to cash in a EE US savings bond?

I have a couple of EE US Savings bonds that I need to cash in. I know you have to wait 12 months but at the top of the bond it says 12 07 but there is also a 12/16/07 date on it. So can I cash it in on Dec 1 or do I have to wait until Dec 16? Thanks

    The face value right 25 bond will pay whopping 2556.

    The first day of that month is eligible for redemption on december 2008 any purchase during month is eligible for redemption on december 2008 any purchase during month you are redeeming before years.
    For redemption on december 2008 any purchase during month is eligible for redemption on december 2008.
