Where can I cash a United States savings bond?

I lived in the states for a couple of years and in 1987 someone gave me a United States savings bond… do you know if it is still valid? Is it still worth the same amount or do they increase or decrease in value? And does anyone know how I can cash it? I am in New Zealand, can they only be cashed in the states?
