Can I cash my savings bonds at my local bank? Their EE Bonds so the value isn’t going to go up much at all anymore. Do I have to cash them at a National Bank?

Yes, you can cash them at any bank (FYI, you may need to pay taxes on the profits). However, they may still be accruing value, even if they’ve matured - you can use this calculator to see exactly what they’re worth and what they’re still earning. You can even put in multiple bonds and save the group to check easily in the future:
