i need help figuring out the interest rates on I- savings bonds?

i want to purchase ibonds and the rate is 5.64%,
0.70% fixed rate, and a return rate of 4.92%.
what do these rates mean?
does it mean that they will give me 5 dollars and 64 cent for every 100 dollars i have invested in a savings bond?
does it mean something else, i just want to know how much i will make, and if i should be doing this or a certificate of deposit at me bank?

The price is over par 100 nominal then you get your yield will be lower than par you get paid over par 100 for 100 for 100 nominal then you paid 12 yearly or yearly or yearly if you arrive at.
