How come our government does not push their “savings” bonds?

Back in WWII, even in grade school we could buy the “war bonds.”
Off shore investors buy billions of our Treasury bonds; how come we are not encouraged to buy our bonds?

    Because unless its an I bond, you will get next to nothing for owning them.
