i need help figuring out the interest rates on I- savings bonds?

why not asked: i want to purchase ibonds and the rate is 5.64%,
0.70% fixed rate, and a return rate of 4.92%.
what do these rates mean?
does it mean that they will give me 5 dollars and 64 cent for every 100 dollars i have invested in a savings bond?
