Advice on savings bonds purchased in 1990’s?

These bonds don’t mature(stop earning interest) until 2020- 2023. They’re earning 4%, not bad for now. I’m thinking best to hold as long as possible. Where would I look for further information - yes daughter is in college and tuition bills are coming.
I think it made a difference if the bonds were purchased in my name or her name. They were purchased in her name.
